Is it correct, that using Annex V, the NB may never have seen or been informed of the device that bears their NB number?

A product by product assessment is not required under the current implementation on Annex V although any sensible Notified Body would require the manufacturer to inform them promptly of any products placed on the market and to maintain an up to date list of products placed on the market.
