If I CE mark a product which has been developed for a single customer, with a protracted delivery period, and applied standards change before all units has been delivered, does the equipment need to be re-certified before delivery can complete?

The only issue here is that the manufacturer is expected to keep up to date with new knowledge and “The State of the Art.” If the product does not physically change during the period of production then there is no reasonable justification for re-certifying the product. However, during a protracted production run it is reasonable also for the manufacturer to perform a review if new standards come out to decide if his current design is adversely affected by the new standard. For example if a new legal ruling has come out outlawing a particular material then that would be an adverse effect. However, a new version of a standard that does not result in any new technical requirements would only, at the most, require a review by the manufacturer.
