If I’ve got a Certificate of Conformity (Approval) Do I have to re-test every time a standard changes?

Our Understanding is that since we issue a Type examination Certificate you can ship product complying with the listed standards for as long as the TEC is valid.
This view is reinforced by the statement related to modifications in Annex B clause 6. If a modification required re-examination to the latest version of standards then it would require a new Certificate with a new Expiry Date.
Can tests be combined to reduce cost?


Yes. The cost of a combined test may be less than the sum of the two tests but this may not always be the case since there are technical difficulties in combining environments which result in greater cost.
Combined testing does give the advantage of shorter environmental programs. These can have a cost benefit in terms of getting to market and meeting project payment deadlines.
There is of course a risk. If there is no need to demonstrate that the equipment can survive the tests in combination, combining the tests may represent an over test. Also if the equipment was susceptible to one of the environments in the combination and fails during a combined test, it is difficult to determine which environment actually caused the failure.

­What is the correct way to transport batteries on an aircraft?­
The overview to safe transportation of lithium batteries is given in the presentation but generally it is to comply with UN Manual of Test & Criteria and the relevant packing note.

TÜV SÜD expand its global network of testing laboratories for e-mobility


TÜV SÜD is stepping up the expansion of its global network of testing facilities for e-mobility, with plans to build two further laboratories for the testing of high-voltage batteries in South Korea and China in 2012. Counting the existing facilities in Northern America, Canada and Singapore and the Garching-based battery laboratory which is currently under construction, TÜV SÜD is the only third-party service provider maintaining a global network of laboratories for testing the batteries of electric-drive vehicles in accordance with uniform standards throughout the world: "By establishing this network, we underline our goal of becoming the leading provider of all testing services related to safety in e-mobility", stated TÜV SÜD Member of the Board of Management Horst Schneider at the press conference for eCarTec 2011 on 28 July in Munich.

Schneider emphasized that TÜV SÜD sets great store by the equipment and the test procedures at its testing laboratories, which must enable testing and certification to be performed in accordance with uniform standards and thus ensure reproducible results throughout the world: "Given this, we not only satisfy one of the most central requirements of industry, but also contribute significantly to high standards of battery safety all over the world."

TÜV SÜD has invested a total of several million euros in establishing its global laboratory network. Testing is already under way at its facilities in Auburn Hills / USA, Newmarket / Canada and Singapore. The Garching-based laboratory will launch operations in mid-August. Also located in Garching is Battery Testing GmbH. The Managing Director of this TÜV SÜD subsidiary Stefan Rentsch is also responsible for coordination duties for this worldwide network. All laboratories will test the chemical and electrical safety of new batteries for electric-drive vehicles and subject the high-voltage units to crash tests and 'abuse tests', i.e. tests which examine the risks faced when the batteries are operated or used incorrectly.

Is it possible to get IP certification for Ingress Protection tests?

No. The IP code is not policed and it is not a certification scheme. Manufacturers have the tests performed and if successful market their product as satisfying the associated IP rating. It is worth noting that satisfying the immersion test does not necessarily mean that the equipment will satisfy the “hose“ tests which are of a “lesser” level in the code.
It is also worth noting that the “wet” tests of the IP code indicate the equipments resistance to water not to water vapour equipments that are water tight are not necessarily gas tight. Water may accumulate in an enclosure through penetration in the gas phase and subsequent condensation.

For a user replaceable battery what are the labelling requirements?


To meet the battery directive you need a crossed out wheelie bin sign to indicate the battery cannot be thrown away in normal household waste. If it contains restricted substances of more than a specified quantity the chemical symbol needs to be located below the crossed out wheelie bin.
Restricted substances are Hg (Mercury), Cd (Cadmium) & Pb (Lead).
Also you need to include the capacity rating for global market access it is best to include both Ah and Wh rating.
Other data to include is:
Rated voltage
Chemistry of battery
Polarity of terminals
Manufacturers name & model number
For particular requirements reference to the directive or standard is required.

European Toy Safety Directive introduces stricter safety requirements

The revised European Toy Safety Directive came into force on 20 July 2011. In this directive, the EU Commission introduces even stricter requirements for the safety of toys. The key instrument according to TÜV SÜD is extensive risk assessment, which the manufacturers must carry out in future.

Directive 2009/48/EC is the first to be designed in accordance with the 'Goods Package', a package of laws that bundles various approaches to improve product safety. "The comprehensive risk assessment required from the manufacturers within the scope of technical documentation is one of the biggest challenges", notes Robert Ziegler, expert in toy safety at TÜV SÜD Product Service GmbH. "The range of risk assessment criteria extends from mechanical to hygiene hazards. Manufacturers must also take into account the foreseeable misuse of toys."
