TÜV SÜD has opened its new testing centre in Shenzhen. The new location expands the company’s laboratory space to over 10,000 sqm.The testing centre accommodates four testing laboratories for electrical and electronic products (E&E), electromagnetic compatibility (EMC), toys and chemical testing.The centre has various testing capabilities for electrical equipment and machinery, shoes, textiles, toys and products for children as well as medical devices, thus covering all sectors in which Guangdong’s manufacturing industry has traditionally played a strong role.

The underlying information, such as the certificate’s period of validity, the standards and certification criteria are stored in a database. TÜV SÜD America is one of the first Auditing Organisations authorised to carry out audits within the MDSAP

TÜV SÜD America is one of the first Auditing Organizations (AO) which, beginning July 2014, has been authorized by the International Medical Device Regulators Forum (IMDRF) to carry out audits within the MDSAP pilot program. The Medical Device Single Audit Program (MDSAP) is a project of the IMDRF. Its goal is to develop common standards for quality management audits, which will be recognized by multiple participating countries. In the future, quality management system requirements for Medical Device manufacturers according to the regulations of Canada, Australia, Brazil and the USA will be satisfied by one single audit and the approval process might be considerably expedited e.g. in Brazil. TÜV SÜD plans to carry out its first MDSAP audits in October 2014.

Battery safety: TÜV SÜD calls for standardised international specifications

The testing methods used for batteries in electric vehicles (drive batteries) still vary widely throughout the world. In addition, they refer to differing types of battery, varying from single cells and modules to full-scale battery systems. “Standardised testing criteria and methods would significantly speed up time to market for battery manufacturers and automotive companies”, says Blandow. In addition, standardisation would promote consistency of quality and thus ensure that customers were supplied with high-grade products. A global regulation governing vehicle approval will provide for more safety in future, while also imposing more rigor on battery testing. The UN ECE R100 Regulation addresses areas including severe misuse of complete battery systems, simulated vehicle fires and mechanical deformation of the battery. Many countries, among them China, are already incorporating the requirements of R100 into their national regulatory frameworks. “With representation in areas including industry bodies in the US, we are urging the adoption of the UN ECE R100 as the global standard for battery safety”, stresses Blandow.

EN 300 328 V1.8.1 to be mandatory from 1st January 2015

EN 300 328 is one of the most common standards used today to demonstrate conformity with Article 3.2 of the R&TTE Directive. This standard covers Wideband Data Transmission equipment operating in the unlicensed 2.4 GHz ISM band, typically associated with WiFi (802.11b/g/n), Bluetooth and Zigbee devices.


On January 1st 2015, EN 300 328 V1.7.1 will cease to provide a presumption of conformity. EN 300 328 V1.8.1 is likely to be the only standard against which manufacturers can issue their Declaration of Conformity if they are to continue placing products on the EU market. An updated standard is currently being produced but it is unlikely to be published and cited in the EU Official Journal before the end of 2014.

The job machine is still in full swing. Showing strongly in 2013, TÜV SÜD created over 1,400 new jobs throughout the world last year. The technical services provider has thus welcomed over 1,000 new employees on board in almost every year since 2005 – an achievement made possible by sustained strong growth. In 2013, the international company increased its revenue by 6.5 per cent to EUR 1.94 billion (2012: EUR 1.82 billion). Earnings before interest and taxes (adjusted EBIT) in the period covered by this report rose to EUR 171 million (2012: EUR 163 million).

TÜV SÜD Consumer Products E-ssentials: changes to the EU Toys Directive

EU Toys Directive to expand the scope of nickel exemption

 
The European Commission (EC) has notified the World Trade Organization (WTO) of its intention to extend the existing exemption for nickel (CAS No 7440-02-0) under the Toy Safety Directive 2009/48/EC (TSD).
Following the advice from its Scientific Committee on Health and Environmental Risks (SCHER), the Commission proposes to extends the current exemption on nickel in stainless steel to include parts of toys that allow the correct electric function of toys. If adopted, this amendment will not preclude the REACH restriction on nickel which also applies to toys.

The amendment is expected to be adopted in mid 2014 and the requirements will enter into force 12 months after its publication in the Official Journal of the European Union.

Michael Sippl receives IEC 1906 Award


Munich/Geneva. TÜV SÜD expert Michael Sippl has received the IEC 1906 Award 2013 of the International Electrotechnical Commission (IEC). In presenting the award, the IEC honoured Sippl's long services as chairperson of Technical Committee No. 62, and particularly his services in paving the way for a state-of-the-art practice-focused revision of the IEC 60601 series of standards.

From 1997 to 2011, Michael Sippl, a safety testing specialist for medical electrical equipment at TÜV SÜD Product Service GmbH, chaired Working Group 14 "Testing to general safety standard" in Technical Committee No. 62 of the IEC. This working group prepares international standards and corresponding publications related to medical electrical equipment, systems and software. In his function as chair of Working Group 14, Sippl provided many years of services towards advancing standardisation in the field of medical electrical equipment and systems in a practice-focused and user-friendly manner. "Test standards must meet two requirements; they must enhance product safety and enable practical implementation", says Michael Sippl in explanation of his most important concern. His interpretation of complex application issues contributed crucially to the 2nd and 3rd editions of the IEC 60601-1 standard and its first revision.

The IEC 1906 Award commemorates the IEC's year of foundation. The award honours IEC experts whose work is fundamental to the IEC, and has been presented since 2004. "This is a very personal award, which I am very happy to receive", says Michael Sippl. While still active in TC 62, he has passed on the chair of WG 14 to his TÜV SÜD colleague Martin Schnee­berg. These two leading experts enable TÜV SÜD Product Service to provide manufacturers of medical devices with a critical edge in information, offering them maximum confidence for decision-making on complex issues.

1st PV Plant Certification in Japan issued by TUV SUD conforming to international standard IEC62446 to West Holdings

TÜV SÜD Japan Ltd. has issued a Photovoltaic (PV) power plant certification that conforms to the international standard IEC62446 for AIO MS Power Plant (output: 1.414 MW) in Yamaguchi Prefecture which was constructed by one of the biggest EPC contractor in Japan, West Holdings. This is the first case of a mega solar power plant acquiring such certification in Japan and is a pioneering effort.

TÜV SÜD Product Service announces CE Compliance Roadshow

On 12th March 2014, TÜV SÜD Product Service will be returning to the West Midlands for its second CE Compliance Roadshow.


Registration for the half-day event is free, and several seminars will be given on the day, including 'An Introduction to CE marking', 'An Overview of EMC' and 'Designing for Electrical Safety Compliance'. International provider of testing and certification services TÜV SÜD has been commissioned by REpower Systems SE, Hamburg, to carry out type certification of its new offshore turbine REpower 6.2M152. For wind turbine type certification, TÜV SÜD's experts examine and assess the overall design and all key components of the wind turbine. TÜV SÜD's certification of the REpower 6.2M152 wind turbine is a significant contribution to cost-effectiveness and quality assurance, confirming that the design, performance and production processes of the wind turbine are in conformity with the standard.

Small and medium-sized enterprises (SMEs) are on the brink of losing touch with the requirements of the 2018 registration deadline under REACH. At the SME workshop organised by the European Commission and ECHA, representatives from the world of politics, authorities and industrial associations expressed concern that SMEs may fail with their registrations. TÜV SÜD has developed a strategy which guides SMEs in obtaining successful registration of their substances.

Webinar Announcement: Introduction to the Physical Agents Directive (EMF)

Our next free webinar is being held on January 29th 2014 at 2pm GMT and will focus on the new Physical Agents Directive, which covers the minimum health and safety requirements for workers exposed to electromagnetic fields.

Member State legislation is due by 1 July 2016, therefore industries have time to consider their health & safety arrangements and prepare/update their policies and procedures to comply with the PAD (EMF).

TÜV SÜD Product Service will give an overview of the PAD (EMF) requirements and their expected implementation.
